I just wanted to say that I would be very careful about point 4.

Backlinks can be counterproductive. Today, the trend of many SEOs is to offer their clients to buy backlinks. This is a wrong practice in my opinion as it consists of trying to fool Google's algorithm into believing that the site receiving links has a higher importance and therefore deserves a better ranking. If Google notices this, and it is not difficult, the site may even risk being penalized.
